Job Description
Reporting to the Manager of Business Information Services – Analytical Data Services, this individual is a specialist in database and ETL development. He/she is responsible for the prototyping, design, development and maintenance of the Medicaid data warehouse and decision support systems. This individual is also a business specialist applying plan, process and subject matter expertise directly to programmatic constructs and developmental systems. Incumbent organizes, directs and independently manages multiple project efforts. He/she delivers analytical, profiling and reporting business solutions through the use of information technologies and a rapid application development lifecycle maximizing the benefits derived from the company’s information assets while at the same time ensuring integrity. This position requires an understanding of claims, healthcare principles, and a strong technical database background.
Fundamental Components
Business Analyst
- Analyze complex business needs, consulting with business partners to determine requirements
- Analyze and assist in determining appropriate solutions to meet business needs through the application of technology
- Identify alternatives based on business needs and develop design specifications for recommended solutions
- Program and maintain complex databases, spreadsheets, and other analytical tools
- Interpret and process financial, operational, and medical management data
- Continue acquiring business skills and knowledge, and pursue an understanding of the company’s rules, processes, plans and strategies
Project Management
- Manage and direct multiple project efforts
- Follow System Development Methodology guidelines to manage and execute project activities
- Provide leadership and direction to project staff
- Develop and maintain detailed project plans using standard tools and conventions
- Monitor and communicate project status and schedules to appropriate levels of business and technical management
- Manage and resolve project issues
Database Developer
- Design, create, implement and manage physical data structures (SQL Server)
- Perform data mapping and process modeling across multiple systems
- Analyze business requirements to be incorporated in the architecture and design of database solutions
- Factor current business operations and future business objectives into designs
- Design data architectures for both transactional and decision-support databases
- Perform systems analysis and design in the data tier by using relational, dimensional and/or object modeling
- Import, export and transform data from databases
- Optimize SQL code for performance
- Develop stored procedures and SSIS packages as required
Secondary Functions:
- Works in a manner that is not disruptive to peers, supervisors and/or subordinates.
- Ability to communicates to multiple types of non technical business users.
- Must be available and willing to work such days and hours as the employer determines are necessary or desirable to meet its business needs.
Background Experience
Education and Work Experience:
- Bachelor of Science degree in Computer Science, Information Technology, Mathematics or related field.
- 7+ years professional experience in information technology, financial analysis or healthcare informatics with one (1) year recent experience in healthcare / managed care strongly preferred.
- Experience in systems analysis and design; systems development life cycle methodology, development tools and relational databases is critical.
Knowledge and Skills Qualifications:
- Extensive database experience with MS SQL Server 2016.
- Experience with SQL Server Integration Services (SSIS) is desired
- Working technical knowledge of programming languages, including VBA/VB Script/VB/C# .Net a plus
- Knowledge of data warehousing, data modeling and related tools required.
- Extensive Microsoft experience with core software applications, including Word, Access and Excel.
- Ability to effectively prioritize and execute tasks in a high-pressure environment.
- A team player exhibiting effective inter-personal skills and a collaborative management style.
- Strong Project Management skills.
- Good written and oral communication skills.
- Good listening and interpersonal skills.
Additional Job Information
Incumbent may be required to sit for extended periods. Ability to work in a high stress environment required. This position requires an understanding of desktop procedures, perceptive problem solving, and the ability to read and follow directions. Incumbent is expected to interact one-on-one and communicate effectively with other employees and provide day-to-day work direction and mentoring to junior staff.
In addition, some off hours work will be required, running larger batch processing requests during non-business hours.
